How to Balance carbs

Well I tried at the weekend tobalance the carbs, that was the easy bit, but the bit in that tutorial said to do the TPS but i could bot get mine ot read anything on the rev counter so I have no idea if it is set correctly or not.
Followed the instructions but nothing, any one nay ideas as to why?? Thanks
