IF the chattering (IMO more like a buzzing sound) sounds as if it is coming from under the front of the tank then, yes, it's almost certainly the battery as that's the Starter Relay not getting enough power to latch.
New batteries can often turn out to be duff (I've had this happen) which is a PITA
NB if you're tempted to jump start it from a car, make sure you do it with the car's engine OFF otherwise you risk frying the bike's electrics as a car's alternator puts out more power than a bike needs!
