Restricting for A2 rider?

Looks promising, but who do you believe, Yamaha or the government guidelines?
Easiest way for sure would be to ask an insurance company I s'pose, because there'd be no point in taking a chance with the Yamaha guideline then finding out nobody will touch you with insurance!
My guess is they'll sway with the government rules.
