In theory yes, although it's more important to make sure the air gap is the same both sides.
I put equal measured amounts in each fork and they didn't level up???
Dunno if there was trapped oil still in there, never did quite figure it out, but I just levelled the oil so the gap was right in each fork and it worked out fine.
