There's a nursery school on my way to work and the parents must've all been told to leave their hazards on whilst parked up.
It is annoying,  especially if one of them does actually pull out on you when there's about 6 cars all flashing away.

They still shouldn't be sitting there with the hazards on, not even if God told them to do it, as you say, if one does pull out, you don't know if they're signaling or not. And I'm guessing they're all sitting on the zig zags too :rolleyes
