It's a good sign if the sprocket carrier is hard to remove, it means the rubbers aren't worn.
If the spacers are the same length and diameter where it goes through the dust seal no problem. If they are different lengths then you want to get them on the right sides or your wheel will be off centre giving poor handling and chain wear and risking chain jumping off the sprocket
