Besides chucking a bag of nails over the road where the problem is (dont), the only thing you really CAN do is keep phoning the coppers, and have any of your neighbours who find it annoying do the same. eventually the police will start going round and issuing ASBO's to the culprits - if exhausts are properly offensively loud they might end up with a vehicle defect rectification notice, which can take the car off the road until the problem is fixed.
