Not really, it's their fault if they can't judge speed using the acceleration lane is it not?

Highway code states "give way to traffic from the left"

How they'd explain to their insurance / police why they've ended up on the verge would be interesting reading I'm sure.

I'm not saying I don't let people in, every situation merits different ways of doing things, there might be a safe gap in lane 2, thus allowing them on, there might not be and then I'd be at fault got just moving into lane 2 and causing them to brake or swerve me thus causing more havoc and also in highway code it states that "you shouldn't make anyone take abrasive action" so it boils back to those numpty drivers who can't get up to speed and judge a safe gap.
And it's not just car driver's, there's a lot of trucks and bikers that are like that too. Unfortunately, they don't give you this stuff when your learning to drive, it really should be part of the test I think.
