Steering Dampner

I mean if the bearing cups in the steering stem have been knocked fully into position. The cups have to go right in to a lip on the steering stem. If they aren't seated correctly you won't be able to adjust the bearings because the cups may move. It sound like you haven't adjusted the bearings correctly or the cups aren't fully in position.
If it's broken, it's not fixed.
