All that will do is limit all those workers to 11 weeks work before they are "let go" in favour of a new zero hours worker for another 11 weeks, or the employer will just make sure they dont ever get regular hours.

Correct. This has already been proven out in the contract market where the government said if a contractor works at the same place for more than 2 years continuously they get permanent employee rights. So at my old place when a contractor had done 2 years they didn't get another contract, but could return 6 months later.

Its a nice idea, some employers may act within the spirit of the law but I don't think many will.
