the only solution is to take it off.
you'll probably find that the inner shaft is very rusty 'thats why its so hard to move'
you need to remove it regardless what some say.
clean the shaft thoroughly and while you at it...
check for cracks or broken welds etc.if you find ant get it fixed before you put it back on.
if there is cracks etc and you put it back on you may find your bike on it side more grief .
put grease on shaft and the tubing.
if you've got the gear..drill and tap and put in a grease nipple in for future regreasing.
this will save all the hassle of taking it off.
