The reg plate holder with indicators sticking out like that is to satisfy some sort of regulation in some country somewhere (probably here, don't know) and it's supposed to be super easy to remove it, and to reattach it right under the seat, a lot like a tail-tidy.
The flat square rear seat doesn't fit well with rest of the bike. I wonder why they went with that rather than one that narrows towards the end like almost every other bike out there.
