Why, on foxeye designs - only one of two headlights on, on dipped beam?

When I said an EU thing I was referring to a bike like mine where the lights are dual use, left on for uk and right on for EU I modded mine to both come on - dipped but the right lens still points to the right slightly just like the left points to the left ( kerb). So the EU thing for my bike boxeye is just an easy swap for the manufacturer in that they can use the same light - fairing set for all countries left on uk - right on EU.
I am not sure about the foxeye but I think it came with both lights on and with no left or right leaning to contend with 
I don't do rain or threat there of. dry rider only with no shame.
