My brother had similar symptoms to this and ended up at his GP, it turned out to be a neuropathic cause which was the symptom of a illness he now gets treatment for. He gets weird 'shocks' between his fingers too, or used to.
I would get along to my GP, it would be wrong to speculate on a cause but it could be medical. I fear it isn't caused by static build up as you say this happens several times when you are standing still, you don't negatively charge your body without friction so you arn't 'charging up' when standing still.
