Defrag it. Run disk cleanup. Delete some crap.
Might not be a hard drive problem, though. Could be any number of things from being clogged up with tonnes of apps, maybe too many apps in the system tray, hardware problems, or malware/virus. Too many potential issues to go through, and this isn't a tech-support forum/topic..well, not for computers, anyway
I'd suggest trying the defrag/cleanup, run a virus scan etc. If that doesn't help: Find a local PC repair place (and check to make sure they have good reviews etc), then take it there. Failing that: Find a local friend who is good with computers. Buy them some beer or whatever in exchange.
