It depends how the tight spot developed, if it has developed a tight spot from the bike being stood of a lenghty period and being sat on the sprockets for a long time then lots of lube and then running the chain a little slack whilst making minor adjustments every week or so will pull the chain out, but if the tight spot developed any other way then yes the chain is wankered.
