Arfa I think your actions with this car were wrong, it looks to me that the car driver was creeping forward to gain a view of the on coming traffic, the van was obstructing his view, he was half way out before he came into your view. With that in mind it would have been a safer step for you to slow up and let him continue out. Perhaps I m seeing the situation wrong though.

Yep, TBF, they were pulling out slowly, rather than stupidly zooming out. At first I thought they see me and stop as they were only creeping out slowly. However what was less obvious was they weren't looking my way until I hammered the horn. Probably could have rolled off a bit more, yeah.
