I had to pay a £30 admin fee with Hastings on my SR125 because I passed my test! (I'd have been tempted to leave it but as I got a minor bump it seemed best not to have the stress. I should have switched the policy on to the Fazer at the same time but you live and learn.
Someone else has insured the SR (which I use to get to work) for less, even with the pending claim and included free gear, legal cover and a loaner bike if it's written off.
I did speak to one guy that was really unhelpful and told me that the top box counted as a modification adding £30 to the policy and said "of course insuring for a pillion will increase the policy", a different person confirmed the top box as an accessory that didn't cost more and neither would pillion use.
