A top box and magnetic tank bag are the best combination. The top box is secure and quickly detachable when you stop and the tank bag is handy for waterproofs, clothes, maps, toll money etc and you can carry it around when you stop (sightseeing).
If you can't fit a top box I would go for a tail pack and tank bag but the tail pack is a pain to bungee every morning and evening. I wouldn't bother with soft panniers unless you are taking a passenger. I had some for years and never used them, same security and fitting issues as a tail pack.
The non-slip mesh you can buy from the pound shops is good for protecting bodywork with soft luggage, bungees etc.
