Ah, looks like its falling back to an earlier HTML version to comply with an older Windows or browser installation
On your first example its treating the text area as a frame which brings up a different context menu. In the second example you have reverted to a basic text area which allows the Cut - Copy - Paste controls.
I'm running Windows 8 and Firefox v27.0.1 and due to HTML5 (I assume - may be some fancy Javascript in there as well), it allows both instances of Toggle View to remain as a text area so I keep the Cut - Copy - Paste controls...
And now I have successfully made a post that should cure insomnia
