Back wheel not spinning freely

Took the bike for a spin, checked the disc afterwards - really cold So I guess there is no drag on the brake.
As for the handling, I actually tried changing suspensions preload from 4 to 6 and became so much better. I may change it down a bit to 5, but looks like that is the reason for funny handling.
