I have met quite a few in recent years who have complained of not being able to down change smoothly and discussing it over a few beers realised they did not blip the throttle and had never even heard of it. The instructors they had did not teach it after trying it they do not understand why the instructors did not teach it. :rolleyes
Doddsie, if blipping the throttle is not making your gear changes smoother it may be that you are over doing it.

As you say Midden, emergency braking is different, mostly because you may not have the time to drop down the box.
