Yep, I can tell you from experience, traffic offences committed by foreign drivers in foreign vehicles is an absolute nightmare!
It would take a very dedicated and knowledgeable cop/insurance co. to bring them to 'justice'. Most of them will tend to leave the UK sharpish if they cause serious collisions, or the cars tend to vanish into thin air!:-\
