It's been in operation on the M42 for many years,
only a lack of incidents would have persuaded them to write this into the gazillions they spent upgrading the M1.
Don't get me wrong- I understand the concern, I think the whole thing is a good idea when there's congestion, but the fact remains that despite the hard shoulder being open to traffic twunts will continue to hog lane 2 (which in theory is now lane three of four)
