I would get the frame powder coated. Spray paint doesn't have the durability in comparison. I think powder coating is cheaper too. I had a pair of rims done for £75, so a frame should be in that ball park. If you do powder coat make sure you use a company that regularly does bikes or is dedicated to bikes. Don't use the companies that powder coat everything and do bikes as part of their business.
