And yet there'll probably be a Power Commander that'll sort it before very long. So if the manufacturers of PCs can do it, why not Yamaha in the first place?

It's emissions basically. Manfucturers have to run bikes both lean and with a huge amount of ignition advance as standard to get them through emissions tests, which makes bikes very jerky on and off throttle.
Power commanders of course can ignore those tests and just get the bikes to run as they should do!
