I went to Prague with a group of friends in Dec 2010 for a long weekend
Really enjoyed it. Its a very pretty city and I would definitely call it safe. My friend "accidentally" booked a hotel in the middle of the red light district but there was never any "unsavory" types around that I ever saw. We went out on a pub crawl one night and were warned by the organisers that any shouting in the streets would land you the equivalent of a £100 fine from the local law enforcement
Food was good as well and fairly cheap which is always a plus
I always prefer to do the whole sight seeing / walking around cities during the winter as I find it more appealing - less crowds of tourists and roasting yourself in the ridiculous sun. For that weather I prefer to lie on a beach and relax ^^
