If you're a reasonably competent home mechanic, there's nothing in the EXUP valve that you can't fix. You might have to get an engineering shop to help sort out a really bad one, though.
You wouldn't be the first to have to fight one of these but don't let this put you off an otherwise tidy bike. Just negotiate accordingly. If it's a simple fix (adjustment or lightly seized valve) you'll be quids in.
