Well, during the cold war, it was talked about how the Soviets were experimenting with cloud seeding and other general foccing around with the weather. Since then, the Russians have developed their oil and gas extracting industry and have become major suppliers to Europe and much of the rest of the world. So who is set to benefit from western Europe having more extreme, prolonged winters?
Don't be surprised if Putin commissions massive wind farms (fans) to push more of that icy Siberian air this way...... :lol
