I'd guess at a faulty sensor or dodgy wiring. get a multi meter and see if you can track it down.

Should be reasonably staright forward to ride without it working as long as you use the trip counter and keep an eye on the mileage you've done since you last filled up. I always reset my trip 1 after every fill up and when it gets to 200 milesish then I'll fill it up again. There is always loads left in the tank but no point risking it.
