a small amount of mequiar's plastx polish will bring back to a clear surface.
I found the fog city stick in inserts were great until one of the edges got a small amount of water on it and the seal was compromised and made it worse then just normal fogging up.
I'll never use anything but a pinlock on my shoei these days as it's been the most amazing thing, but I understand you've tried a pinlock and yours failed.
Money can be an issue but sounds like your lid is pretty useless, can you really put a price on the safety a helmet provides? Might be worth going for a well made shoei - some of their range aren't too expensive and are great quality. Worth a thought.
