I see a problem: if all cars were limited to 70, then how would they replace the dosh brought home by speed camera fines??
The UK accident rate compared with France and Germany is meaningless in itself, without knowing comparative traffic volumes, and road mileages for a particular class of road (Germany has a far bigger M-way network than we do, for example).
A report by Thames Valley Road Safety Partnership states that there is next-to-no evidence to prove cameras actually prevent an accident from occuring, and it also states that motorcyclists should have freedom to choose their own speed (eg, to prevent tailgating); shall put link up in a bit.
