I was riding on the motorway a while back and the noise did my head on so much I decided to get off and risk being late. On the return journey I had my waterproofs on and when I took them off mid journey I noticed the wind noise come back. Turns out the collar on my jacket was stopping the wind rushing around the bottom of my helmet which was causing the worst of the noise.
Others have cited different reasons so I think it's horses for courses here mate, try different ear plugs, have a play around with your positioning, helmet angle and vents. You could try rolling up a neck tube so it fills the gap under your helmet.
