Hey Daz this will sound real stupid but i dont mind saying it if theres the slight chance that theres a miniscule amount of gain from it.

If the bike went down on a particular side, with a decent weight of fuel inside,could it be enough to slightly (very slightly) bend the hinge at the crotch, or more likely foc up the front bolt as it is such a small item.have you tried gently pushing the tank the opposite way near the stem whilst trying to undo the front bolt?,like i say its a stupid suggestion but hey who knows.
My front bolt was mushed & spinning around with only a quarter bite before spinning again so the tank was jumping up.i put it down to a mechanic doing it up wrongly but just maybe theres a trend forming here with yours being tight.maybe my bike had been dropped in the past.
I thought the frame was focced but in the end it was the bolt, i got a new one & all is now nice & tight
