Get some decent bulbs - look at Osram and Phillips. They do some really good bright bulbs that are surprisingly better than regular ones.
After that, there's tinkering involved. You can wire it up so that both lights are on all the time (there's right and wrong ways to do this, look elsewhere on this site)
I'm looking to see if I can convert the left bulb to an H4 as well.
As stevierst says, all of these are better, but still not brilliant.
