Sounds like its just piss wet through! A few of the symptoms possibly sound like a bad earth, and/or connectors are drenched. Keep the bike indoors if you can, preferably somewhere warm overnight and try again in the morning.
If that don't work, then start with the battery terminals, and check em. If that's not it, then you might have to go round the terminals and connectors emptying the water out (hairdryer works well if you haven't got a compressor) and using treatment spray such as wd40. You could also try and find the earthing points to see of they're still good.
