You do have to push the caps (not leads 
) down very firmly and you should hear a series of clicks as the clip in the cap rides over the thread on the plug itself. Which leads to the next thought ... you haven't put the screw-on fitting on top of the plug, by chance?
Hold the cap just above the part that seals around the plug hole and push it down hard.
