If you have the wall space, shadow board is the way to go. Tool chests are fine in a workshop where everyone has own tools, but unless you go to the trouble of fitting foam inlays to keep your tools on order they wll still be in a big mess just inside the chest.
Something like this, you can see all your tools, hold tools in place with nails or clips. Bit of MDF or some of the purpose built tool board stuff should have you sorted for much less than £100.
