That will deter the casual thief, but for the kind of person who nicks to order will have no problems with that chain. For home defence you need 16mm links which needs an angle grinder (so lots of noise, sparks) so tends to deter the pros.
The problem with socialism is that sooner or later you run out of other people's money!
