Find another shop.

Either the guy doesn't know what he is talking about, he just doesn't want the work, or he wants you to scrap it and he will offer you a few bucks to take it off your hands. To drop the engine and open it to the point of knowing what needs doing should take 4 hours labour or less. So for €200 you either sell it for parts or know what exactly what is wrong and what is needed to fix it.
