Did you notice what the rev counter does?
I say this as the bike i've recently bought had a flat battery, on tickover or lower revs with the lights on it lost display and rev counter, once revv'ed it'd start working again. Now the battery is fully charged its fine. I'm guessing as the 'mainbeam' draws more current than the 'dipped beam' you may be dropping below the threshold for the display working.
So maybe a charging issue, a battery issue or a bad connection to the display that with slightly lower voltage that mainbeam on and low rpm is causing a problem with getting enough current flow.
