to check the servo, disconnect the cables from the valve, check that the cables aren't seized, then turn on the ignition. under the tank you will (hopefully) hear a 'ZZzzz ZZzzz'. that will be the servo doing a diagnostic set up. the servo is designed to 'trip out' before it burns out hence the 7K reading.
there is a proper check to do but generally you can hear it.
