Repeat offences of this type usually indicate a serious drink/drug problem and he should be banned until such time as he can prove that hes no longer a risk to others. Fines,bans,community service orders dont address underlying addiction issues and I am amazed that he didnt get a jail sentence as a third time offender. If & when he does drive again he will find it almost impossible to get insurance if he has to declare his previous convictions. My thoughts are with the young lad & his family & ,while shocked, Im not surprised-the country is going down the tubes rapidly.
