Check the choke levers are seating properly.
I presume the pilots screws you are referring to are at the bottom at the inlet side of the float bowl. When you turn them fully in do not force them or you will damage the smooth surfaces. Mark the side of the carburettor with a fine marker where the slots in the jet are and turn it out 2 full turns (360 degrees per turn) to line up the slots with the marker. Do all four and then leave them alone.
Where did you get the Carbs?
There may be a pilot fuel or air jet blocked which would explain the non tick over and difficult starting. Did you blow the jets in the direction the fuel and air flows or in reverse? Most common mistake in cleaning jets is to blow in the wrong direction and end up pushing the blockage in further and making it almost impossible to remove. The jets should always be blown in reverse once cleaned.
To balance the carbs off the bike use the smooth side (for obvious reasons) of a 4mm drill bit. Screw up the tick over screw until the drill bit just slides under the throttle butterfly and adjust the rest of the balancing screws until there are all as close as possible. That is sufficient to ensure it runs.
Out of curiosity did you do a compression check on the engine?
