i'd say the balance screws are way off. try turning the idle speed screw way up and see if you can keep the bike running off that. then get the vacuum gauges on and try roughly balancing the carbs while the idle is way up. then when you've got them reasonably balanced turn the idle back down and try balancing them properly.
