I've had 2 x FZS600's and have never had the fan cut in. The engine fins help a huge amount with cooling along with the fact that there is good space/air channels in and around the engine.
Same as you, I thought that my fan was broken and left it idling on a hot day for 10 mins but nothing. The temp light doesn't come on though so I wasn't overly concerned.
After having 2 of them now and both the same, I realise that the fan is probably more for our melting neighbours on the continent in sunny Spain and the like - British weather isn't enough.
Now, my FZ1 on the other hand....... :rolleyes
