When it happened to me i don't remember any needle bouncing about, it just didn't do anything.
I have a feeling the 3000rpm you're on about is an error code for the TPS.
Sorry, you're correct. Needle alternating from 3,000rpm to zero is a TPS fault.
If it alternates from 4,000rpm to zero, then it shows there is a fault with the speed sensor.
