There's no record of a VDRS that will come back to your son. They're not put on any comeback system, so once its sorted, that's the end of it.
The bobby that issued it sounds a bit inexperienced to me. Probably trying to be a bit overkeen. If they've advised you to take it to the MOT station and get a stamp on it, then that seems to be the easiest option. VOSA will only ask you to do the same IMHO.
