Not entirely sure. I believe its 96db on vehicles under 3 years old, after that its not included in the MOT, and just put down on your recomendation as 'noisy exhaust'. As for a cop to issue a prohibition notice, they gave to be specially trained I believe.
In Lancs they have the bikesafe days where they pull every bike and VOSA are there with all the kit. That's how I got caught about 10 years ago before I was in the job. But these days are rare thankfully.
By the way, 96db is bloody loud! Fit a baffle, and your well below the limit.
