Oops, I probably should have been clearer:
I went around the outside of the metal centre bit of the bung drilling though the rubber with a small drill bit
then stuck a bolt in into the threaded centre, locked it off and twisted until the bung ripped out (I might have used something else to cut the rubber as well)
then I used a bigger drill bit to scrape the rest of the rubber from the inside of the handle bar, you could probably use something else
Like I said messy but it works, I'm sure there's an easier way though
